This instrument is used to determine the ability of geotextiles and related products to resist penetration by a steel cone falling from a fixed height. It characterizes the degree of damage caused to the geotextile by falling sharp stones.

The geotextile specimen is horizontally clamped in the clamping ring. A steel cone of specified mass is dropped from a height of 500 mm onto the specimen, creating a hole. A small, graduated measuring cone is then inserted into the hole to measure the degree of penetration (hole size).
